State Aid Update – December 2021

Public investment of £17.15m with Openreach, to extend fibre networks between 2013-2016, with contract expiry in March 2022. As of June 2021, the total number of premises impacted by the project is 87,688. Fibre Cabinets (Fibre cabinets – 83,239 and Full Fibre – 4,449).

Take up figures up to August 2021 are:

  • Fibre Cabinets 78.26% is 65,143 premises
  • Full Fibre 59.74 % is 2,657 premises

Procurement Info

An Open Market Review was carried out in June 2012 to establish current and planned (next 3 years). The state aid public consultation was carried out between September and October 2012.

An ITT was launched on 17th December 2012 and Connecting Cheshire selected Openreach (BT Group) on 26th April 2013 under an OJEU procurement process.

The public funding allocated was £19,464,000 with an aid intensity of 75.3%. The technology used on the project was a mixture of fibre to the cabinet and full-fibre technology. Deployment of next generation access broadband finished on 23 February 2017. Post deployment financial reconciliation means an adjustment of public funding on the contract which is currently calculated at £17.15m with an outturn aid intensity of 72.5%.

Broadband Impact

The postcodes impacted throughout deployment of the contract can be requested by emailing info@connectingcheshire.org.uk. Not all premises in the postcodes have been impacted. Also, the postcodes used in the data in this update was the postcodes registered at the time of the broadband being available under the contract.

Contract Overview (Project 2)

Public investment of £7.61m with Openreach to extend fibre networks between 2014-2018, with contract expiry in December 2024. Deployment was extended to June 2019 due to supplier delays. As of June 2021, the total number of premises impacted by the project is 19,174 (Fibre Cabinets – 13,859 and Full Fibre – 5,315).

Take up figures up to August 2021 are:

  • Fibre Cabinets 76.09% is 10,545 premises
  • Full Fibre 60.04 % is 3.191 premises

Procurement Info

An Open Market Review was carried out between May and July 2014 to establish current and planned (next 3 years). The state aid public consultation was carried out between August and September 2014.

An ITT was launched on 5th September 2014 and Connecting Cheshire selected Openreach (BT Group) on 19th December 2014 under the Broadband Delivery UK (“BDUK”) Rural Broadband Programme Procurement Framework.

The public funding allocated was £4,279,000 with an aid intensity of 84.8%. The technology used on the project was a mixture of fibre to the cabinet and full-fibre technology. Connecting Cheshire proposed to amend the contract in 2016 by using advanced gainshare of £3,331,000. A public consultation was carried out between April to May 2016 and the contract change was agreed on January 2017. The public funding allocated was then increased to £7,610,000 with an aid intensity of [xx]%.

Deployment of next generation access broadband finished on 28 August 2019. Post deployment financial reconciliation has not commenced means an adjustment of public funding on the contract is pending.
